The Greek Body of Sworn-In Valuers (SOE) was established in 1979. Its main purpose is to determine the value of real estate and the evaluation of equities not traded in the Athens Stock Exchange.

Brief History and Role

The Body of Sworn-in Valuers of Greece (SOE) was founded in 1978 (Article 15, Law 820/1978). Originally its object was the definition of the market value of assets that were subject to taxation.

After 1980 (Article 39, Law 1041/1980, Article 22, Law 2753/1999) the competence of SOE was extended to the valuation of all kinds of assets, regardless of them being subject to taxation. According to law 1041/1980 anyone and for any reason can apply to SOE for the valuation of all kinds of assets.

Furthermore, according to the above legislation, the valuations of SOE are compulsory in all transactions in which the Greek state, state owned companies, municipalities etc are involved.
In the thirty years of its history SOE has carried out over 30.000 valuations of a total value that exceeds € 20 billion.

Principal Activities

The range of activities of SOE is wide and consists of valuations of:

- eal estate (land, buildings, retail, offices, storage, parking sites, etc)
- technical works
- industry
- shares of non listed companies
- plant and machinery
- art
- collections
- valuables, jewelry
- hotels, tourist enterprises, restoration and recreation centers etc
- ships
- islands
- legacies
- deposits of mines
- damages
- real estate investment trusts
- mutual investment trust companies
- judicial valuations

Principal Areas of Policy

Besides conducting valuation work, the main areas of interest of SOE are the evolution of the valuer’s profession and the improvement of the quality of valuation reports produced in our country.

SOE pursues this objective by:

- introducing the International and European Valuation Standards in the Greek market
- developing the Greek national valuation standards
- organizing training courses and continuing professional development courses for valuers
- applying certification and accreditation procedures for valuers and valuer recognition offices
- introducing a code of ethics for professionals related to valuations
- participating in international organizations related to the profession of valuers (TEGoVA, IVSC etc)
- sharing the accumulated experience of SOE in Greece and abroad with young professionals starting their carrier as valuers.

Organisation

The Body of Sworn-in Valuers of Greece is supervised by a Board consisting of seven members. The president and vice-president are university professors appointed by the Government (Ministry of Finance).

The remaining five members are:

- one representative of the Technical Chamber of Greece
- one representative of the Economic Chamber of Greece
- one representative of the technical/valuations department of the National Bank of Greece
- two valuers elected by the General Assembly of the Sworn-in Valuers

Membership

The members of SOE are 11 Sworn-in Valuers and 1 assistant Sworn-in Valuer. The above team is assisted by eight additional professional valuers, not yet sworn-in.

The main fields of expertise of the scientific potential of SOE are Civil Engineers, Topographers, Architects, Mechanical Engineers, Electrical Engineers and Economists.
