Brief History and Role

The Society traces its origins back to 1895 when a small group of Irish surveyors decided to amalgamate with the Royal Institution of Chartered Surveyors (RICS) in the UK. The Society remained a branch of the RICS until 1993, when it became an independent body granting its own qualifications of Associate (ASCS) or Fellow (FSCS). However, it retains strong links with the RICS and members of the Society are entitled to reciprocal membership of the RICS as Member, (MRICS) or Fellow (FRICS).

Principal Activities

The Society regulates the profession in the public interest and oversees all aspects of the profession, from education through to qualification and the continuing maintenance of the highest professional standards.

In addition to establishing and maintaining the standards of its members, the Society also serves the public by commenting and aking submissions to Government and other relevant authorities on matters of construction and property interest.

The Society publishes a number of industry indices, such as the Building Tender Index and the SCS/PD Index, which charts movements in the commercial property market across the sectors. It also publishes the highly successful Homeowners Guide to House Insurance.

An important part of the Society's function is to ensure that members are kept up to date on matters pertinent to their division and this done via e-bulletins to members, the production of an annual Yearbook, the Society website, CPD seminars and the bi-annual SCS Review magazine.

Organisation

The Society Headquarters is located at 5 Wilton Place in Dublin. It also has a Munster Group, based in Cork, and a Western Group, based in Limerick.

Legally, the Society of Chartered Surveyors is a company, limited by guarantee, but having no share capital. Like all companies, the Society is obliged to have directors and a company secretary. The directors are the officers of the Society- the President (elected annually by the members), Senior Vice-President, Junior Vice-President, Honorary Treasurer and Honorary Secretary. The company secretary is the Chief Executive.

The Council. In relation to the running of the profession on an ongoing basis, the supreme body is the Council, of which the President acts as Chairman. The function of the Council is to make decisions on matters of policy, which are then implemented by various subsidiary committees and boards.

Representation on Council is from two sources, by direct election and by ex-officio representation, for example Honorary Officers, representatives from the various divisions etc.

Management / Professional Board. Implementation of the decisions of Council and bringing forward matters for consideration by Council are the principal functions of the Management/Professional Board. This Board also deals with the day-to-day administration and with matters of general professional interests and concerns.

Members of the Management / Professional Board are ex-officio i.e. they are appointed on the basis of their position within the Society, for example. The Honorary Officers, Division Chairmen, YCS Chairmen etc.

Education Board. The Education Board, chaired by Jim Gahan, reports to Council and deals with all matters relating to membership, examinations, entry to the profession, accreditation of courses etc. Membership of this Board is drawn from a wide cross-section of the Society, in order to ensure adequate representation for all interests.

Research Board. The Research Board, currently chaired by Barry Smyth, has the function of allocating, by way of research grants and prizes, funds from investments and bequests presented to the Society for that purpose. It has recently funded the major study of the housing situation in Dublin.

Disciplinary Board. The Disciplinary Board, under the chairmanship of Tom Dunne, deals with matters related to breaches of regulation etc.

Finance Group. In addition to the Boards of Council, the Finance Group, under the chairmanship of John Daly, reports to the Professional/Management Board on all matters relating to finance, administration and premises.

Divisional Committees. In addition, there are the Divisional Committees for Quantity Surveying, General Practice/Valuation, Building Surveying, Planning & Development and Geomatics, all of who have a structure of Chairman and Honorary Officers with other members being elected to the remaining positions. Each of the divisional committees also has representation from the other Divisions.

Young Chartered Surveyors. The Society caters for its younger members through the YCS group. The YCS plays an active role in the Society through its liaison with educational institutions and by assisting younger members in the process of qualifying as Chartered Surveyors.
