Brief History and Role

The Chamber of Professional Appraisers of Kazakhstan was founded in December 2001.

The first 21 members were united in order to study needs, interests and challenges of the industry and start working on the improvement of the legislation.

Now the Chamber has aunites 57 companies and over one hundred individual appraisers. It plays a significant role in the development of the industry, lobbying interests of the appraisers , participating in the development of National Standards on appraisal on the basis of International Valuation Standards and European Valuation Standards 2009, and providing educational and upgrading programs.

The Chamber puts efforts in development of their relations and links with the international professional organisations in Europe, United States, Russia and other CIS countries. CPA is member of IVSC. It has a Cooperation Agreement with the Russian Society of Appraisers, with appraisers associations of Ukraine, Kyrgyz Republic and it also cooperates with the United Council of Appraisers of CIS.

Principal Activities

The Chamber was formed to consolidate scientific and technical potential and the expertise of practising appraisers to develop appraisal activity in the Republic of Kazakhstan on a high professional level in compliance with international and European standards, practices and ethics, improve legislation, develop cooperation with international and European organisations.

In 2003 the Institute of Professional Appraisers was established under the Chamber to provide training and upgrading programs to practising and beginning professionals in the appraisal industry. The total number of participants in the programs of the Institute exceeds 650 people for the period since 2005.

In December 2005 first 6 members of the Chamber got Certificates from European Certification Institute in compliance with ISO/IEC 17024 and in accordance with requirements of the system 'Approved by TEGoVA'.

The Chamber established the Expert Council. Its functions include review and assessment of appraisal reports. The Chamber also established an Examination Center which organizes testing for awarding the qualification to practicing appraisers.

Principal Areas of Policy

The Chamber's major goal includes activity on promoting the usage of international and European standards in the Republic of Kazakhstan.

In 2006 on the basis of the Chamber, a Technical Committee on appraisal standards was established and registered in the State Standard Committee of the Republic of Kazakhstan to start the work on development and implementation of national standards on appraisal with the idea that the developed standards will be harmonized with the international and European standards.

The Chamber is a member of the Working Group under the Ministry of Justice of the Republic of Kazakhstan. This Working Group is responsible for amendments and changes into the legislation related to appraisal, development of standards and methodological recommendations and instructions on appraisal. It is planned that by the end of 2011 the work on the development of National Standards on Appraisal will be completed. The Standards are being developed on the basis of International Valuation Standards and European Valuation Standards 2009.

Organisation

The highest body of Chamber is the General Annual Conference which elects the President and the Board of the Chamber for the term of 2 years.

The Chamber organises its work through three committees headed by the Chamber Board members.

The Chamber established 7 representations throughout the Republic of Kazakhstan.

Membership

The Chamber unites both individuals and legal entities. Among the members are licensed appraisers and professionals who are in the process of obtaining the state licensing. The membership also includes University students. As of September 1, 2010 CPA unites 57 companies and 108 individual appraisers, including 7 candidates.

Publications

The Chamber covers its activity on its website, as well as in Eurasian Newsletter , professional magazine of appraisers and auditors and in other information- analytical mass media.
